It is not finished, and we say so. Every explanation in the product shows which reference release it read from and where that release stands in review, so you always know exactly what has been checked and what has not.

Scoped validation only

When review completes, we publish the reviewer scope, date, release reviewed, material exclusions, and update process. A scoped review never becomes a blanket certification.
